This will also reduce environment pollution from mineral diesel by the .se of Bio-diesel and using the same in the  automobiles designed for carrying goods and people of Purulia (a drawing of such an automobile and a write-up on Jatropha Bio-diesel van are submitted and enclosed as Annexure - II to this report.

This institute will prepare its own syllabus in consultation with the local principals and faculty members to facilitate in bringing about such desirable changes in the college curriculum to link education with Ecology, Economy and productivity centering round the Jatropha cultivation and Bio-diesel production.

To provide to the rural youth and the students passing out form Colleges with work and income, through Jatropha fanning and Extraction of Bio-diesel from Jatropha seeds.
  1. The jatropha cultivation will improve the wasteland and maintain the Ecological balance.
  2. Plantation of jatropha, on the wasteland, will be helpful for conservation of soil.
  3. The Institute will propagate the use of vermi compost and other Bio-Fertilizers more and more in place of Chemical fertilizers and Propagate the same in the Nighborhood to follow similar practices.

With the advice and consultancy of the Rural Development Departments of the Govt, and Agriculture Department of the IIT, Kharagpur and the Universities of Agriculture Dr. Balaram Chakraborty aims to develop the ecology, economy i.e. income generation also the quality of life of the people of the area (Jhalda, Purulia).

A plot of 41.08 acres of vested land has been allotted to University at Jhaida Mouza,(JL. No.131 Dag NO. 1002). The place has a number of high schools and colleges around. The Institute plans to launch a program to allow the working young men and women the scope of earning while learning and create work for the rural youth through "Jatropha farming".

Some area of the vested land is hard and often rocky and undulated, but there were some plain field also where there are traces of cultivation and will be ideal for the nursery for the farm of our University. We do not have to level the field in case of cultivating Jatropha plants as in case of other varieties of crops.

A Dam was constructed below the Kapila hill to collect the rain water for water supply and irrigation to the agricultural fields around. But unfortunately the Engineers who constructed the Dam could not achieve the aim of irrigation and water supply to the neighbouring fields from the Kapila Dam.

While we make a master plan for irrigation to the field and water supply to the University campus, we may construct a small reservoir at a sufficient height over the Kapila Dam and draw water up to it by installing a generator and small pumping set near the dam below. Because of the reservoir, water will flow due to gravity into the Jatropha field situated at a lower gradient. The pipe line will be fitted with sprinkler to prevent wastage of water. We may try to dig tanks for water harvesting and wells also in the foothills, if the water is found within reach.

After our Jatropha nursery comes up we shall take in 30 willing Farmers of Patjhalda and other neighbouring villages as "Trainee farmers", twice a year, we shall provide technology for generating green manure and method of Jatropha cultivation free of cost to them and encourage them to raise their own Jatropha firms.

Future Mission :

To establish a university which will teach to cultivate Jatropha plantation on hard and deseased soil to control external pollution through bio-diesel cultivation and internal  pollution through teaching of Yoga and Awareness development through applied behaviorial of sciences.
Application of bio-diesel in modified engines for running Jatropha van for carrying goods and people in Purulia, Birbhum and Bankura.
Planting Afgan date-trees around our Jatropha garden.
Raising duckery by the side of the dam with Khaki Campbell ducks and composite pisci-culture.

Jatropha Diesel Vehicle

Improvised diesel vehicle are often found in small towns and suburban areas. These carry goods as well as men in the suburbs of cities like Kolkata, Delhi and other sub-urban areas.  A similar automobile used to run once from the crowded streets of old Delhi and was called “Phat-photi”. It is extinct now due to stringent rules to restrict emission of pollution. But similar automobiles like “Chhagra” vehicle of Jamnagar and “Tuk Tuk” automobiles of Bangkok are running up and down in there respective areas.
We have studied the form and function of the “Chhagra” and similar automobiles being run India. First and foremost is the frame made in the factories in Jamnagar the frame is key to “Chhagra”s identity – it is a motor cycle with a load carrier at the back. The front half takes the saddle, handle bar, head lamp and gear box of the diesel motor. The front suspension is suitably designed to bear heavier loads than a bike.
The bulk of Chhagra’s weight rests over its rear wheels, which are consequently sturdier.  Since it also serves to seat people, it requires a proper suspension. The Chhagra’s simple and study construction endows it with a practically limit less life, so lots of these machines are being built since 1980, though it is surprising to see such a basic vehicle is proposed to be promoted when luxurious alternative are available from automobiles companies like Tata, Mahindra, Bajaj, to offer small diesel vehicle which are safer and more comfortable. But such vehicles are beyond the reach of common people of Purulia, Birbhum and Bankura. Thus our Bio-Diesel vehicle will be a smart cabin on wheels which will move in Purulia, Birbhum, Bankura where the large Jatropha plantation are proposed to be grown and promoted by the university. Refilling cente of Jatropha Bio diesel may be opened for refilling the bio-diesel vehicles / vans for operating with Jatropha diesel pumps operating in the districts like Bankura, Birbhum and Purulia and similar districts which start growing Jatropha and used Jatopha Diesel van following the Kapila university model of Purulia.

A FURTHUR STEP FOR MANKIND :

Dr. Balaram Chakraborty a soul full of constructive discontentment. He is streching himself furthur to bring richness and prospority not only externally but for internal development also for mankind.

He is developing a new Degree College named MAHARSHI KAPILA VIDYA MAHAPITH at Selampur, district Hooghly, which is situated in the junction of three district Burdwan, Midnapore and Hooghly. Here various subjects such as English, Bengali, Sanskrit, Philoshophy, Education, History, Political Science, Human Development & Yoga, Music will be taught with utmost care. He therefore invites all students to take benefit of this Institution.

The name of the Institute is self explantory as it is by the name of the great Maharshi Kapil Muni who himself was a great teacher. He was the author of Sankhya Philosophy both Theistic and Athestic. One of his most revolutionary and rewarding subject "THE NADA" through which he explained that the sound as taught in Physics, which we propose to teach as ' Kapila science' in physical the proposed degree college may be properties of sound, its Doppler effect, etc., in its syllabus of Physics. But Maharshi Kapila did not limit his teaching to such routine subjects like atoms, molecules or sound as we do in the Physics classes of a normal degree college where the chapter on sound teaches sound in an empirical manner, its properties and fluctuation like Dopplar effect etc.

Maharshi Kapila taught sound not only as an empirical phenomenon but also in its transcendental dimensions. He taught sound in its different dimensions to his discilpes at Mahananda Siva Shrine in Burdwan.

This was known as an equiry into the primordial sound or Nadanusandhan. A Nada or the primordial sound was in an unmanifested state when the qualities of sattva, Rajas and Tamas were in an inarticulate state of equilibrium or in a state of deep slumber. Afterwards, when the state of equilibrium was lost, three attributes broke up with a great vibration, became articulate producing a primordial sound which engulfed whole world. This sound was called "Nada Brahman" or "Sabda Brahman" comparable to the big bang of the western scientists.

Dr Balaram Chakraborty is highly ambitious that these subjects will help to know and develop the world for a better tomorrow.
