This Memorandum of Understanding is entered into between Debipur Netralaya, duly registered under The Companies Act, 1956 and West Bengal Clinical establishment Act having its centre at Memari Chak Dighi More, P.O. Memari, Burdwan - 713146 and Siksha Bikash Seba.

An extra ordinary outstanding organization named Siksha Bikash Seba Foundation is registered on 28th day of August 2007 under certificate of registration of Societies under West Bengal Act. XXVI of 1961 to promote the socio- economic scenario of a very backward area in rural Bengal. A dream project of the said organisation---- Debipur Netralaya started its run on December 16 2007. It was inaugurated by famous singer Smt. Suchitra Mitra, National Award Winning Actor Soumitra Chatterjee along with many other dignatories present to grace the occasion.

Founder both of the organization Siksha Bikash Seba Foundation & Debipur Netralaya Mr. Prasanta Singha Roy is born on 2nd October 1967 near a village of Debipur. Being a member of a poor family he became a business executive by his own inspiration, dedication and determination. As he noticed the poverty from his childhood he dreamt to reach the poor’s to their goals by helping them in various ways. To promote Health & education of the poor’s.  Mr. Singha Roy wants to achieve in the world of free form illiteracy & blindness.
